Reps Pass State Police Bill as Push for Security Restructuring Gains Momentum

Nigeria’s House of Representatives has passed the State Police Bill, marking a major step in ongoing constitutional amendment efforts aimed at addressing the country’s deepening security crisis and restructuring the policing system.

According to reports, the proposed legislation seeks to establish a legal framework that would allow states to create and operate their own police services alongside the existing federal police system. The bill is considered one of the most significant security reforms under consideration in recent years.

The proposed framework provides that no state police service can commence operations unless it is established through legislation passed by the relevant State House of Assembly and certified as meeting national standards prescribed by federal law.

Supporters of the reform argue that decentralised policing would improve intelligence gathering, strengthen community-based security responses, and enable faster reactions to security threats in different parts of the country. They contend that Nigeria’s current centralised policing structure has struggled to effectively respond to challenges such as terrorism, banditry, kidnappings, communal conflicts, and other violent crimes.

However, critics have expressed concerns that state police formations could be vulnerable to political interference by state governments and may create challenges relating to funding, oversight, accountability, and coordination between federal and state security agencies.

The constitutional amendment process is not yet complete. The bill must still secure approval from the Senate and receive endorsement from at least two-thirds of the State Houses of Assembly before it can become law.

The passage of the bill by the House nevertheless represents a significant milestone in the long-running national debate over policing, federalism, and security governance in Nigeria.
